What sets us apart

GMP-compliant cosmetics production
instead of standard filling

A shampoo under ISO 9001 with a batch record in accordance with EU 1223/2009, traceable down to the raw material batch and documented by an in-house certificate of analysis - that is more than filling. Clients bring the formulation, specification or product concept - we produce, fill and document in full.

Our own facilities and a vetted partner network

Development, production, filling, analytics and documentation at the Roßtal site in Bavaria; specialized partners are brought in transparently where needed.

Documentation in accordance with EG 1223/2009

Batch record, certificate of analysis and production documentation as the production-side basis for the CPSR and PIF of the Responsible Person.

In-house laboratory at the production site

HPLC for active ingredients and preservatives, GC-MS for fragrances. Raw material batches are analytically tested before processing.

One analysis chain across all categories

Several cosmetics categories, one direct manufacturer, one batch record system - a clear basis for supplier qualification audits.

From raw material to released batch

A specification is not an analysis report. Incoming raw material batches are tested analytically - HPLC, GC-MS, pH, viscosity. Every batch leaves Roßtal with a test report and documentation.

Process

From the request brief to the
released batch

A cosmetics contract manufacturing order at Avoria GmbH runs along formulation, raw material analytics, production and documentation.

Request & product fit

Recording the product category, target market, formulation concept or recipe, container format and order quantity. The recipe is checked for production feasibility, CLP and HACCP.

Raw material testing in the laboratory

Incoming batches tested analytically: HPLC for active ingredients and preservatives, GC-MS for fragrances. Deviations from specification are identified before processing.

Production & filling in Roßtal

Specialized partners are brought into the project path transparently where needed. HACCP control points apply to formulations for sensitive skin or food-related applications.

Documentation & release

Batch record, certificate of analysis, certificate of conformity. On request: SDS under REACH Art. 31, INCI list, fragrance allergen report.

Regulatory framework

EU 1223/2009, ISO 22716,
INCI, REACH & CLP

Not every cosmetic product is subject to identical requirements - the differences are relevant on the production side. Avoria GmbH provides the production-side basis for the compliance of the Responsible Person.

EU Cosmetics Regulation (EC) 1223/2009

Central EU regulation. CPSR before marketing, PIF by the Responsible Person, CPNP notification, INCI list, Annex III allergen declaration.

ISO 22716 / GMP framework

Avoria works to ISO 9001 with HACCP-monitored production and in-house laboratory batch release. An audit-ready basis for GMP evidence.

INCI & Annex III (26 allergens)

Production-side INCI list with ingredient identity and weighting rank. Identification of the 26 Annex III allergens above the declaration threshold.

MOQs vary depending on the product category, raw material availability and container format. For body care products on common formulation bases the typical minimum quantity is 100–300 kg of finished product. For hair care and specialty cosmetics: from approx. 100–500 kg depending on formulation complexity. Different minimum quantities apply to fully customer-specific private label formulations - please specify this as part of the request.

Yes. For all CLP-classified cosmetic formulations - in particular alcohol-based deodorants (Flam. Liq. 2) and products with classified active ingredients - we prepare a safety data sheet (SDS) in the 16-section format under REACH (EC) 1907/2006 Art. 31 as standard scope of delivery. The certificate of analysis is prepared on the basis of actual production data: active ingredient concentration, pH value, viscosity.

Yes. Avoria GmbH produces cosmetics for private label brands, OEM clients and retailer own brands. We supply the complete production documentation package - batch record, raw material certificate chain, certificate of analysis, production parameters - as the production-side basis for the client's CPSR and product information file (PIF). The function of the Responsible Person (RP) under the EU Cosmetics Regulation remains with the client who places the product on the EU market.

The product information file (PIF) maintained by the client must contain: the CPSR (cosmetic product safety report) by a qualified safety assessor, the product description, the GMP declaration of conformity, the manufacturer's batch records, evidence for the stated efficacy claims and raw material safety data. Avoria GmbH supplies the manufacturer-side documentation: batch records, raw material certificate chain, certificate of analysis with production parameters. The client commissions the CPSR itself from an accredited safety assessor - not Avoria.

Yes. In our own laboratory at the production site in Roßtal, incoming raw material batches are tested analytically - HPLC for active ingredient identity and concentration (panthenol, preservatives, vitamin C, cetyl alcohol), GC-MS for fragrance component profiling. Release takes place on the basis of a formal test report. Deviations from specification are identified at raw material level, before processing.

Avoria GmbH works to ISO 9001 quality management with a HACCP-monitored production environment and its own laboratory. ISO 22716 is the specific GMP standard for cosmetics production. Our ISO 9001 system covers the equivalent process controls, batch documentation, raw material management and quality release procedures. For clients whose trading partners require an explicit ISO 22716 certification: this specific certification is not in place; the ISO 9001 + HACCP framework with documented in-house analytical batch release addresses the underlying GMP requirements operationally.
